"We see the use of this military force as a failure for humanity and fear that it will cause further intransigence on the part of Serbia and more suffering for all concerned. We are unconvinced of the moral, legal or political coherence of these bombing raids, and we would support a UN initiated negotiated settlement in the short term, with greater long-term commitment by the international community to commit energy, resources and personnel to the resolution of the conflict through dialogue."
